Prairie Grove Utilities – Extreme Winter Weather Update #2

Extreme Winter Weather Update 9pm:
As of 9pm Friday we’ve turned the system off for the night to allow the system to replenish and try to avoid daytime outages for Christmas Eve and Christmas Day. We will turn it back on at 8am promptly.
The Diboll interconnect will remain open for the duration, but it has historically provided only minimal pressures for homes very close the the intersection of FM 1818 and Gossett.
When we turn the system back on, there will be a boil water notice because of the low pressures that will be happening while it’s off. We will not plan to perform the testing needed to lift the boil water notice until after we’re fully past this extreme weather.

Extreme Winter Weather 6:15 p.m. Update for Prairie Grove Utilities Customers:
 
As of this post, it is clear that there won’t be enough water supply to last through the night.
 
We will be shutting down the water system at 9:00 p.m. tonight.
 
We are doing this tonight so that when we turn water back on in the morning, there will be enough water supply to make it through until the thaw out that will occur after lunch tomorrow.
 
In essence, we are making this decision tonight so that we can better control the timing of outage. Our goal is that in doing this tonight, we can avoid an outage on Christmas Eve and Christmas Day.

Prairie Grove Utilities – Extreme Winter Weather Event Important Update

Prairie Grove Customers:
Temperatures plunged into the low double digits last night and the system is struggling.
Since yesterday evening, water demand has been exceeding the capacity of the system and water levels in the ground storage tank have dropped significantly.
We have had crews on-site multiple times overnight and again today.
The well is running and the interconnect with Diboll is open, but it’s not keeping up.
At current rates, we anticipate the system will run dry around 2 a.m. tonight.
Water system crews have found two customer-side leaks today already. Temperatures overnight tonight are forecasted to dive back into the middle teens. We anticipate temperatures rising above freezing around noon tomorrow.
Pipes that have frozen and burst will begin to leak dramatically after temperatures rise above freezing. We are asking all residents to inspect their property for water leaks under and around their homes. If you find a leak, turn off your water as quickly as possible.
If the demand doesn’t decrease between now and this evening, we may need to shut the system down overnight to prevent it running dry and give it a chance to partially catch up.
We will have crews on-site beginning tomorrow mid-morning. If you need assistance turning off your water, please post that request on the Prairie Grove Facebook page. We will be monitoring this group page and respond.
***In the meantime, we’re asking customers to minimize using dripping faucets to prevent lines from freezing.***
Take all reasonable preventive measures to insulate your pipes. Unfortunately, the system as it exists today doesn’t have the capacity to protect everyone’s pipes by leaving the water running.
Plans are in place for some stop-gap upgrades in the coming months to carry us to a complete set of upgrades over the next three years, but for this event, we’re going to have to pull together once more to get through.

Notice Regarding Extreme Weather Emergencies

This communication is to notify you that Prairie Grove Utilities, your retail water provider, is:

  • prohibited from imposing late fees or disconnecting retail water or sewer service for nonpayment of bills that are due during an extreme weather emergency until after the emergency is over;
  • required to offer a payment schedule to a customer who requests such a schedule for unpaid bills due during an extreme weather emergency; and
  • prohibited from disconnecting retail water or sewer service for nonpayment of bills due during an extreme weather emergency until after a payment schedule has been offered and the customer has either declined to accept the payment schedule in a timely fashion or violated the terms of the payment schedule.

For the purposes of this communication, an “extreme weather emergency” is defined as a period beginning when the previous day’s highest temperature in an area did not exceed 28 degrees Fahrenheit and the temperature is predicted to remain at or below that level for the next 24 hours according to the nearest National Weather Service reports for that area. An extreme weather emergency is over on the second business day the temperature exceeds 28 degrees Fahrenheit.

Extreme Winter Weather Event

The East Texas area is expecting extreme low temperatures overnight Thursday, December 22, 2022. Current weather forecasts indicate that overnight temperatures Thursday into Friday morning could reach into the single digits and remain below freezing for 24 to 48 hours.

ANRA is asking all of its retail customers to make preparations now to protect people, pets and plumbing.

           – Adequately insulate all outdoor water faucets, hose bibs and other plumbing devices

           – Turn off and drain water lines where possible

           – For customers who live in elevated structures, (pier and beam homes, mobile homes and RVs) turn off your water and drain 

               water lines

           – Open the cabinet doors below sinks

           – Keep the temperature inside your residence the same at night and during the day when no one is home

ANRA recommends letting faucets drip only if the measures above cannot be achieved.

Remember, while it may be inconvenient to take some of these extreme measures, its much more inconvenient and expensive to do nothing.

Responses to Comments – Central Height Water System

This post will be updated with responses to public comments and questions as they are received. If you have a comment or question, please see the information and instructions for submitting Central Heights comments and questions 

Generally speaking, it’s ANRA’s intent that every water tap and water meter is located on the property for which that meter serves. In some cases, that may not be possible because of other utilities in the way or other physical barriers that prevent a specific location from being suitable to installing a water tap and water meter, however, those cases are rare. With regard to construction of US Hwy. 259, there will be numerous utility relocations that are required, including water lines. In every case where ANRA would be required to relocate a water line or a water meter to accommodate road construction, water meters would be placed in front of the property it serves.

Request for Comments – Central Height Water System

Recently, the City of Nacogdoches (City) and the Angelina & Neches River Authority (ANRA) began a conversation about the possibility of ANRA acquiring the Central Heights water system, which is owned and operated by the City of Nacogdoches. The portion of the City’s water system in Central Heights currently services approximately 363 connections. The City has indicated that this portion of the water system has reached its service capacity regarding the number of connections it can serve with the infrastructure currently in place. The City desires to focus its attention and finances on other infrastructure-related matters inside the city limits and has expressed a desire to partner with a public entity who shares similar governmental responsibilities and a legislative mission to initiate a transfer of the water system. After several technical meetings, both the City and ANRA participated in an initial due diligence process for sharing data, conducting site visits and exploring options for moving forward.

A public meeting was held on November 17, 2022 at Central Heights ISD, and ANRA is now accepting public comments until December 16, 2022.

Public Meeting Regarding Central Height Water System

ANRA will host a public meeting on Thursday, November 17th at 6:00 p.m. to discuss the transfer and consolidation of the Central Heights Water System.

The meeting will be held at the Central Heights ISD Board Room at 10317 U.S. Hwy 259 North, Nacogdoches, Tx 75964

If you are a City of Nacogdoches water customer who lives in the Central Heights area, please join us for this public meeting to find out more information about the transfer and consolidation of the Central Heights Water System.
